VATICAN CITY - Winning converts to the church, ministering better to practicing Catholics and bringing lapsed members back into the fold are all parts of the multifaceted effort known as the "new evangelization," Pope Benedict XVI told a group of bishops and other church leaders from around the world.

The pope made his remarks Oct. 28 during his homily at a Mass marking the end of the world Synod of Bishops on the new evangelization. The three-week gathering, which brought more than 260 bishops and religious superiors to the Vatican, along with dozens of official observers and experts, discussed how the church can revive and spread the faith in increasingly secular societies.

Pope Benedict underscored "three pastoral themes" that he said had emerged from the talks.

"Ordinary pastoral ministry ... must be more animated by the fire of the Spirit, so as to inflame the hearts of the faithful," he said, stressing the importance of the sacrament of confession, and the necessity of "appropriate catechesis" in preparation for the sacraments of baptism, confirmation and the Eucharist.

The pope also called for a "new missionary dynamism" to "proclaim the message of salvation to those who do not yet know Jesus Christ."

"There are still many regions in Africa, Asia and Oceania whose inhabitants await with lively expectation, sometimes without being fully aware of it, the first proclamation of the Gospel," the pope said. And as a result of migration driven by globalization, he added, the "first proclamation is needed even in countries that were evangelized long ago."

Finally, the pope spoke of the need to persuade lapsed Catholics, "especially in the most secular countries," to "encounter Jesus Christ anew, rediscover the joy of faith and return to religious practice in the community of the faithful."

This effort, in particular, calls for "pastoral creativity" and use of a "new language attuned to the different world cultures," he said. As an example of such innovation, the pope mentioned the Vatican's "Courtyard of the Gentiles" project, which promotes dialogue between religious believers and agnostics.

Referring to the day's reading from the Gospel of St. Mark, the pope invoked Bartimaeus -- the blind man who miraculously received his sight back from Jesus and then joined him as one of the disciples -- as a model for Christians in countries "where the light of faith has grown dim."

"New evangelizers are like that," Pope Benedict said, "people who have had the experience of being healed by God, through Jesus Christ."

The day before the closing Mass, at the synod's last working session Oct. 27, Pope Benedict thanked the participants for their work, including the final propositions that will eventually serve as the basis for a document of the pope's own reflections on the new evangelization.

At that same meeting, the pope said that he had decided to make two administrative changes relevant to the new evangelization. Responsibility for seminaries will shift from the Vatican Congregation for Catholic Education to the Congregation for the Clergy, he said; and responsibility for catechesis will shift from the latter office to the Pontifical Council for Promoting New Evangelization.

The pope also congratulated the six bishops, four of them members of the synod, whom he will induct into the College of Cardinals Nov. 24. He said he had named the new cardinals-designate, none of whom hails from Europe, as a sign of "the universality of the church, showing that the church is a church of all peoples, (and) speaks in all languages ... not a church of one continent, but a universal church."

One of the cardinals-designate, Philippine Archbishop Luis Tagle of Manila, was also one of 15 new members of the ordinary council of the general secretariat of the Synod of Bishops announced Oct. 26.

The new council members, who will oversee the international gatherings of bishops periodically held at the Vatican, include two U.S. bishops: Cardinals Donald W. Wuerl of Washington and Timothy M. Dolan of New York. Others included Cardinals Christoph Schonborn of Vienna, Austria; Peter Turkson, president of the Pontifical Council for Justice and Peace; and George Pell of Sydney.

VATICAN CITY - Members of the Synod of Bishops recommended the Vatican establish a commission to monitor religious freedom, develop guidelines for training evangelizers and ensure there is a church in every diocese where confession is always available.

At the end of the three-week world Synod of Bishops on new evangelization, members of the gathering approved 58 propositions to give to the pope; although synod rules say the proposals are secret, Pope Benedict authorized their publication Oct. 27.

The propositions were designed as recommendations for the pope to use in a post-synodal apostolic exhortation. Many of the propositions described current challenges and opportunities that the church faces in sharing the Gospel, strengthening the faith and reaching out to lapsed Catholics.

Other propositions asked Pope Benedict or individual bishops to consider undertaking concrete projects, including:

-- Establishing a Vatican commission to monitor religious freedom around the world, denounce attacks on religious freedom and promote a broader understanding of its importance as a basic human right.

The propositions said, "The proclamation of the good news in different contexts of the world -- marked by the process of globalization and secularism -- places different challenges before the church: at times in outright religious persecution, at other times in a widespread indifference, interference, restriction or harassment."

During the synod discussions, bishops in different parts of the world described different relationships with Muslim neighbors, ranging from situations in which Christian minorities experience serious discrimination to cases of Catholics and Muslims working together to address social problems.

The synod propositions encouraged Catholics "to persevere and to intensify their relations with Muslims" in accordance with the teaching of the Second Vatican Council.

-- Developing a "pastoral plan of initial proclamation" that would outline steps to help ensure that once people hear the Gospel, they are led to conversion and faith and are educated in church teaching. It also should describe the "qualities and guidelines for the formation of Catholic evangelizers today."

-- Asking that every diocese establish a parish or shrine dedicated "in a permanent way" to the administration of the sacrament of penance, ensuring "priests are always present, allowing God's mercy to be experienced by all the faithful."

"The sacrament of penance and reconciliation is the privileged place to receive God's mercy and forgiveness," it is a place of healing and strength, and it is the sacrament that can bring people back into full communion with the church, the synod members said.

As they did in the synod hall, synod members used several propositions to emphasize the importance of the family as the place where life and love are first given, where people are introduced to the faith and where they learn to live according to Gospel values.

The church's new evangelization efforts must help strengthen families and must try "to address significant pastoral problems around marriage: the case of divorced and remarried (Catholics), the situation of their children, the fate of abandoned spouses, the couples who live together without marriage and the trend in society to redefine marriage," synod members said.

Recognizing an increase in secularism around the world, synod members said that in many ways Christians are living "in a situation similar to that of the first Christians," who were small minorities in cultures indifferent or even hostile to Christianity.

Still, synod members said, "the world is God's creation and manifests his love." Even if Christians are just a little flock, they are called to "bear witness to the Gospel message of salvation" and "to be salt and light of a new world."

The propositions emphasized that while the primary task of the church is to bring people to a personal relationship with Jesus Christ, a relationship lived and nourished in the church, part of reaching out to others and witnessing to the Gospel involves serving the poor and sick, working for justice and protecting the environment.

Synod members praised the members of religious orders, who have been on the frontlines of evangelization for centuries, as well as the activities of new movements and communities. But they stressed the importance of all members of a diocese coordinating their work with the local bishop, and they insisted on the key role of parishes as the places where most Catholics learn about and practice their faith.

The propositions included a suggestion that parish priests or other designated parish staff visit families in the parish as part of their outreach.

The propositions described the liturgy as "the primary and most powerful expression of the new evangelization" and a manifestation of God's love for humanity.

"Evangelization in the church calls for a liturgy that lifts the hearts of men and women to God," synod members said.

During synod discussions, several bishops spoke about the importance of the church learning the particular language and culture of social media and new technology to share the Gospel with people who increasingly spend their time online.

In the propositions, they said Catholics should be trained "to transmit faithfully the content of the faith and of Christian morality" through the media, but they insisted that no technical talent or online presence could take the place of "the testimony of life" lived in accordance with the Gospel.

Synod members described young Catholics not primarily as objects of evangelization, but as evangelizers, especially of their peers.

"As the media greatly influence the physical, emotional, mental and spiritual well-being of the youth," they said, "the church through catechesis and youth ministry strives to enable and equip them to discern between good and evil, to choose Gospel values over worldly values, and to form firm faith convictions."

VATICAN CITY (CNS) -- The solemn yet exuberant liturgies of African Catholic churches are a model for other Catholic communities seeking to invigorate their parishes and reach out to lapsed members, a Nigerian bishop told the world Synod of Bishops.

The celebrations of the Eucharist and other sacraments must be "more efficacious moments of faith impact," Bishop Emmanuel Badejo of Oyo told the synod Oct. 15.

Bishop Badejo was one of dozens of synod members who spoke about enlivening parishes as the primary agents of the new evangelization.

"This can be done if we continually update homiletics and sacramental procedure with engaging art, language, idioms and imagery, which can better communicate their power and meaning," the bishop said.

"The solemn, but exuberant multimedia liturgy" found in many African parishes also helps people focus on the action of the Holy Spirit, he said, and gives them the strength needed to stand up against "consumerism, corruption, materialism and relativism."

Bishop Badejo said church leaders need to leave the "catacombs of fear and self-consciousness" and go where people spend their time, including "the streets, town squares, market places, nightclubs, shopping malls, even pubs and the slums."

"Priests and bishops may not get the 'high table' treatment in these places, but just a word or gesture from us" could be the first encounter leading to a life of faith, the bishop said.

The bishop also told synod members that the Catholic Church must establish a new relationship with today's media-savvy youths.

"Millions of youth all over the world are sharing the same stories, experiences and challenges -- irrespective of their location -- thanks to the new social, personal and digital media," he said. "The church must humbly seek their confidence and trust, knowing that youth prefer a co-communicator relationship to the old teacher-learner, speaker-listener model."

When young people and their talents are recognized and welcomed, he said, they can bring their faith and values to Catholic social media "with the right format and language."

Nigeria has been the scene of violence sown by terrorists claiming to act in the name of Islam. The bishop said that while dialogue with Muslims can be difficult at times, is necessary, especially for Catholic communities like his that have faithful who grew up in Muslim families.

South African Cardinal Wilfrid Napier of Durban told synod members that several dioceses in southern African, including his own, have experienced a blossoming of faith and a revival of parishes by using small-group faith-sharing programs like RENEW, which brings parish members together in each other's homes for six to eight weeks twice a year to focus on specific themes of discipleship or church teaching.

The new energy, he said, led parishes to realize they must provide adults with continuing education in the faith; become more serious about preparing couples for marriage and offer support to newlyweds; and offer specific catechesis to those who have just received the sacraments of Communion, confirmation or matrimony.

For Ugandan Bishop Sanctus Wanok of Nebbi, the church must improve its efforts to help Catholics understand the Bible, something which Catholics actually want to do, as seen in the growing interest in retreats and prayer meetings.

The thirst to know the word of God is even clearer among youths and young adults of his diocese who, he said, go to Mass on Sunday morning, "but later go to listen to evangelical preachers at their gatherings" or on the radio and television.

Chaldean Auxiliary Bishop Shlemon Warduni of Baghdad, Iraq, also emphasized the importance of the Bible for strengthening the faith of Catholics. "Without the word, we cannot encounter the Word in person," he said, referring to the Bible and to Jesus.

Christianity, he said, faces the serious obstacle of a "widespread mentality which scorns religion, considering it an obstacle to social and scientific development," creating a "fatal indifference, a type of masked atheism."

Unfortunately, he said, the public image of the church is worsened by "disagreement within the church. A church which often finds itself defending, rather than witnessing to Christ," is one that weakens the faith of the simple and fails to attract, he said.

VATICAN CITY - Bishop Brian Dunn of Antigonish, N.S., whose diocese was rocked by clerical sex abuse crises, told the Synod of Bishops that the new evangelization must address the reality of distrust and disappointment the scandal left in its wake.

With the sex abuse crisis, Catholics have experienced "a great disorientation that leads to forms of distrust of teachings and values that are essential for the followers of Christ," Dunn told the synod Oct. 12.

The diocese of Antigonish has sold hundreds of properties in an effort to raise the money necessary to cover legal settlement and sexual abuse lawsuit costs from before Dunn's appointment. In 2011, the previous bishop, Raymond Lahey, pled guilty and was jailed on charges of importing child pornography. The former bishop was laicized by the Vatican in May.

The Catholic Church cannot ignore the need to find a way to "evangelize those who have been deeply hurt by clergy who have been involved in sexual abuse," Dunn told the synod.

One possible way forward, Dunn said, is to look at the story of the disciples, disillusioned by Jesus' death, who are met by the risen Christ on the road to Emmaus. Christ walks with them and listens to them, the bishop said.

Dioceses must have real structures in place for listening to victims and coming to appreciate "the depth of hurt, anger and disillusionment associated with this scandal," he told the synod.

At the same time, the Church needs to investigate the causes of the sexual abuse crisis and ensure measures are in place to protect children and vulnerable adults.

"Those who have been hurt consistently call for a change in certain structures in the Church, but it is not only ecclesial structures that must change," he said, there also must be "a profound change of mentality, attitude and heart in our ways of working with laypeople."

The bishop called for the appointment of pastoral teams of clergy and laypeople to administer parishes, for a formal recognition of "lay ecclesial ministers," and for a "deliberate and systematic involvement and leadership of women at all levels of Church life."

When Church life is marked by "co-responsibility," Dunn said, "the Gospel will be heard anew, our faith fill be passed on more effectively, we will be renewed in our faith and our witness will become more authentic."

The global Church is in Rome to talk about how it talks to the world. The topic is the new evangelization,meaning all the ways the Church presents Christ to the world and how we are all called to serve.

The Synod of Bishops on the New Evangelization for the Transmission of the Christian Faith is more than a distant talking shop for high Church officials. It also provides the keys to the Year of Faith which launched Oct. 11, the 50th anniversary of the Second Vatican Council.

It’s the 25th such synod since the close of Vatican II and runs Oct. 7 to 28.

There will be two English and two French bishops from Canada among the approximately 170 bishops chosen by bishops’ conferences around the the world. The Canadian Conference of Catholic Bishops elected to send Quebec City’s Archbishop Gerald Cyprien Lacroix, Antigonish Bishop Brian Dunn, St.-Hyacinthe Bishop Francois Lapierre and Nelson Bishop John Corriveau. 

The voting members of the synod will also include 20 bishops from Eastern Catholic Churches, 25 bishops who work in the Vatican heading up various offices, 35 bishops named directly by the Pope and 10 representatives from religious orders chosen by the Union of Superiors General. 

Regis College professor of theology Sr. Gill Goulding will be the Canadian among 49 theological experts assigned to assist the synod fathers and contribute to discussions. The theologians and thinkers don’t get to vote, but their contributions to discussions may substantially contribute to what the bishops vote on.

How the synod will be understood outside Vatican City may have a lot to do with another Canadian.  Basilian Father Thomas Rosica, CEO of Salt + Light Catholic Media Foundation, will be the English-speaking press secretary for the duration of the synod.

Though there will be lots of talk about new media and the digital age, Fr. Steve Bossi doesn’t want the bishops to come back from Rome with a social media strategy or a new comfort level with smartphones.The new evangelization is about a lot more than technology or better media management, said the director of programs at Toronto’s Paulist Centre.

“They need to come back with a vision,” said Bossi. “They need to come back with a sense of what is the modern world and how does it function. Then, how do we speak our faith into that modern world?”

In the lineamenta or discussion paper for the synod prepared by Croatian Archbishop Nikola Eterovic, the Vatican identifies six ways the world has changed and made it more difficult to proclaim the Gospel in our times:

o “Profound secularism” has made it difficult for religion to be heard and understood. An overly secularized culture keeps people cocooned in self-interest. “Temptations to superficiality and self-centredness, arising from a predominating hedonistic and consumer-oriented mentality, arenot easily overcome,” said the lineamenta.

o Migration is pulling people out of their own cultural context and creating new cultures thathave few marks of permanence, “leaving little space for the great traditions of life, including thoseof religion.”

o Social communications have developed so rapidly the Church has been left wondering how toengage in the new global conversation. “The formation of a culture centred on passing novelties, thepresent moment and outward appearances, indeed a society which is incapable of remembering the past and with no sense of the future,” is an unwelcoming place for 2,000 years of tradition dedicated to a single transcendent reality.

o Economics has become as globalized as every other aspect of our lives. As the butterflies of globalization have emerged from the cocoons of national and local economies, markets have shed ethical constraints and forgotten their moral purposes.

o Science proposes a worldview that often seems as broad and hopeful as religion. “Science and technology are in danger of becoming today’s new idols.”

o Political life has changed massively since the fall of communism. Although the Church does not mourn the passing of an atheistic, materialist ideology, the triumph of markets, the emergence of violent and politicized appeals to religion in Asia and the Islamic world and the environmental crisis makes for a situation “frought with risks and new temptations of dominion and power.”

Eterovic’s six points seem like an overwhelmingly negative assessment of the world. It would be easy to incorrectly conclude that the new evangelization is about the Church standing in opposition to the modern age, retreating into an intellectual and emotional bunker constructed from comforting bits of its own history.

But the new evangelization is not about fear and loathing of the world, said Bossi.

“It’s part of our faith that we believe that the Holy Spirit moves through time and through human experience,” he said. “God has not abandoned us in this world and the Church doesn’t have to be out there somehow speaking against the modern world.”

Isaac Hecker, founder of Bossi’s Paulist order, would have recognized many of Eterovic’s challenges as his own in the United States of 150 years ago. Hecker was faced with a population of immigrant Catholics who had been knocked off the moorings of their traditional Catholic culture by the experience of migration. The 19th century was an age of wonders that made communication (telegraph) nearly instantaneous and travel(trains) rapid and cheap. Hecker responded by preaching and writing in the language of his times.

The Paulists today carry on their founder’s new evangelization with their own involvement in media and in adult education.

It’s not so much about which media carries the words as it is about the authenticity and honesty of the words, said Bossi. Attempts to carefully manage the media by sticking to an approved, prepared text are rarely persuasive in a culture that values honest, spontaneous responses.

“You don’t get that sense of speaking from the heart. And yet, what are people looking for?” asked Bossi. “They aren’t looking for data they can get into their head. They’re looking for someone who can speak to them at the level of human experience.”

The decree granting indulgences for the Year of Faith makes it clear Pope Benedict XVI has no intention of sending Catholics fleeing from the world.

“All the faithful, individually and in community, will be called to give open witness of their faith before others in the particular circumstances of daily life,” reads the Sept. 14 decree.

The Pope has also signaled that he views the new evangelization from an ecumenical perspective. On the personal invitation of Pope Benedict XVI, one of the first speakers at the synod on new evangelization will be the Anglican Communion’s scholarly leader Archbishop Rowan Williams. Williams was to address synod fathers Oct. 10.

“A new evangelization means that the Church must convincingly sustain her efforts at uniting all Christians in a common witness to the world of the prophetic and transforming power of the Gospel message,” reads Eterovic’s lineamenta.

In fact, the new evangelization does not begin with what the Church says to the world, or even how it says it. The starting point is what the Church is to the world and in the world.

“In the end, the expression new evangelization requires finding new approaches to evangelization so as ‘to be Church’ in today’s everchanging social and cultural situations,” reads the lineamenta.

As a theologian consulting with the bishops at the synod, it’s the existential hope of the Gospel as it is lived that Goulding wants to emphasize.

“In many ways it seems to me that the heart of the new evangelization lies in living radically the faith that we have,” she said.

OTTAWA - Four Canadian bishops are among the 262 prelates gathered at the Vatican for the Synod of Bishops on the New Evangeliza- tion for the Transmission of the Christian faith Oct. 7-28.

Quebec Archbishop Gérald Cyprien Lacroix, Saint-Hyacinthe Bishop François Lapierre, Nelson Bishop John Corriveau and Antigonish Bishop Brian Dunn will each be making five-minute presentations at the synod. They were elected earlier this year by their fellow bishops to be delegates.

During the annual plenary of the Canadian Conference of Catholic Bishops (CCCB) in Ste-Adele, Que., Sept. 24-28 the delegates shared draft versions of their texts. The final texts will be published on the CCCB web site (www.cccb.ca) after they are delivered, the CCCB announced .

Corriveau was the first to speak, focussing on communion during his presentation Oct. 9. He told the synod that building community and promoting a sense of communion, particularly in the face of increasing individualism, is an important part of the new evangelization. The "spirituality of communion" is modeled on the relationship of love found among the members of the Trinity, a creative love revealed to humanity with the incarnation of Christ.

"The call to communion is more than a slogan. It is a conversion of heart," he said.

Lacroix told the bishops he would be speaking on sharing one's personal encounter with Jesus Christ and the willingness to welcome God's saving grace anew each day. He also stressed the role of lay men and women in sharing the Gospel.

Lapierre was to speak of new evangelization in the context of a Church that is increasingly impoverished, with aging priests and fewer interested young people. He said there are new opportunities hidden in these challenge.

Dunn was to examine what the Holy Spirit is saying to the Church in light of the sexual abuse crisis and proposes a deeper sense of listening and reconciliation to reach out to those who have been hurt.

VATICAN CITY - The Catholic Church needs to use its media and social networks to spread the faith because much of the news media cover the church in a way that "is full of lies," Hungarian Cardinal Peter Erdo of Esztergom-Budapest told the Synod of Bishops.

Across Europe, there is "a spreading ignorance about the Christian faith," which is exacerbated by the media "misinforming the public as to the content of our faith," the cardinal told the synod Oct. 8.

Cardinal Erdo, president of the Council of European Bishops' Conferences, was one of five speakers summarizing the state of evangelization in different regions of the world. Each of the five mentioned the role of the media, and several insisted on the church's obligation to use social networks to reach new generations of Catholics.

The Hungarian cardinal told the synod that Europeans are losing an awareness of just how essential Christianity has been to the development of their cultures, democracy and the human rights they hold so dear. The loss, he said, is a "consequence of an audiovisual culture" in which clear concepts and logical reasoning are ignored.

Mexican Archbishop Carlos Aguiar Retes of Tlalnepantla, president of the Latin American bishops' council, told the synod that since the Second Vatican Council, the Latin American bishops have focused on building community, entering into dialogue with the world around them and educating the faithful about their role in transforming society.

Today, he said, the church must "employ new communications technologies to allow the life and mission of the church to be known and for dialogue with the world." In today's culture, he said, "the social communications media are most influential."

In addition, Archbishop Aguiar said, especially in trying to reach younger people, the church must "make use of social networks to spread Catholic thought and its current answers to cultural challenges."

Young people are searching for meaning in their lives, he said, and if the church is not present in their world with responses, they end up abandoning their search for God.

Indian Cardinal Oswald Gracias of Mumbai, president of the Federation of Asian Bishops' Conferences, told the synod that Asia is experiencing a boom in communications technology. "This is not to be viewed as a threat, but a great gift from God to be used to spread the good news."

The cardinal said the church must help parents, pastors and teachers who can train young people to use the new media and to benefit from them.

Archbishop John A. Dew of Wellington, New Zealand, president of the Federation of Catholic Bishops' Conferences of Oceania, told the synod that even the secular media have helped Catholic evangelization through the attention they have given the declaration of saints from the region.

The examples of local people formally recognized as saints by the universal church "will do more for the new evangelization that we can imagine as the media is interested and captures peoples' imagination," the archbishop said.

If the church wants to find young people, he said, it must use the new media and new gadgets they use. "In these young people we see a sincere and sometimes painful search for meaning and spirituality as they bridge traditional cultural values and the excitement of the technological age with the swipe of an iPad or smartphone."

In addition to looking at the media, the regional reports to the synod touched on almost every area of church life from the importance of the liturgy to the positive impact of immigration, and from the role of new lay movements to the need to support traditional families.

Tanzanian Cardinal Polycarp Pengo of Dar es Salaam, president of the Symposium of Episcopal Conferences of Africa and Madagascar, said the rise of Islamic fundamentalism in Africa is a challenge to the work of the church on the continent. Catholics must "face the difficulty of dialoguing with the vast majority of good Muslims who, however, are mute, and the small groups of fundamentalists," who are not open to dialogue.

Dialogue also was a key topic in the other regional reports.

Cardinal Gracias said that with Christians making up only 3 percent of the population in Asia and with persecution of Christians not being completely uncommon, "for us in Asia, dialogue is a necessity, not a luxury."

At the same time, he said, many Asian cultures have a deep respect for life -- including for the life of animals and plants -- and it should not be difficult, through dialogue, to help people see that respect for life must include the life of the unborn and the life of their neighbors who belong to a different faith.

Cardinal Erdo said that while "some new (Christian) communities are strongly anti-Catholic," dialogue and cooperation with the Orthodox and Protestant communities is growing. Particularly with the Orthodox, he said, there are joint efforts to address moral and social questions, to protect the traditional family and to defend human life.

Archbishop Aguiar said that dialogue is increasingly important in Latin America as its cultures become more pluralistic. The church's dialogue efforts, he said, must reach out to all sectors of society to share the church's position on issues such as human dignity, and to find ways to build a consensus on how to tackle problems related to education, the economy, migration, justice and peace and the need to protect the environment.

The archbishop agreed with other speakers that Catholics must learn the content of their faith from the Catechism of the Catholic Church, but he insisted they also must know Catholic social teaching because they have an obligation to transform society in line with Gospel values.

VATICAN CITY - To evangelize means to help people understand that God Himself has responded to their questions, and that His response — the gift of salvation in Jesus Christ — is available to them as well, Pope Benedict XVI said.

"Our role in the new evangelization is to co-operate with God," the Pope told the more than 260 cardinals, bishops and priests who are members of the world Synod of Bishops on the new evangelization. "We can only let people know what God has done."

In a 21-minute, off-the-cuff reflection during morning prayer at the synod's opening session Oct. 8, Pope Benedict spoke of the importance of prayer in the Church's push for a new evangelization, the meaning of evangelization, and sharing the Gospel through both proclamation and charity.

The Pope examined the use of the word "evangelion," the Greek term that is the root of the English word "evangelization," and which is itself translated as "Gospel."

In the Book of Isaiah, he noted, the Hebrew equivalent of the word describes "the voice that announces a victory, that announces goodness, joy and happiness," transmitting the message that "God has not forgotten His people," and that He intervenes with power in history to save them.

In the New Testament, the Pope said, "evangelion" is the good news of the incarnation of Christ, the coming of God's Son into the world to save humanity.

For the people of Israel suffering under Roman rule, it was truly good news that God spoke to His people and came to live among them, the Pope said. News of Jesus' birth was the answer to those who questioned whether there really was a God; whether He knew His people and the circumstances of their lives; and whether He had any power to change their situation.

People today have the same questions, the Pope said: "Is God a reality or not? Why is He silent?"

When Christians evangelize, they must remember that their "faith has content," and that what they believe and seek to share with others is outlined in the creed, he said. They must use their intelligence to reflect on the tenets of their faith and use their mouths to proclaim it.

Because faith isn't an abstract notion, Christians also must live their faith and share it with the world through acts of charity and love, the Pope said.

"Being tepid is the greatest danger for Christians," he said. "We pray that faith becomes like a fire in us and that it will set alight others."

The synod formally opened Oct. 7 with a Mass in St. Peter's Square.

During his homily, Pope Benedict said that the "Church exists to evangelize" by sharing the Gospel with people who have never heard of Christ, strengthening the faith of those who already have been baptized and reaching out to those who "have drifted away from the Church."

"At various times in history," he said, "divine providence has given birth to a renewed dynamism in the Church's evangelizing activity," as happened, for example, with the evangelization of the Americas beginning late in the 15th century.

"Even in our own times, the Holy Spirit has nurtured in the Church a new effort to announce the good news," the Pope said.

The modern effort to proclaim salvation in Christ to the modern world found "a more universal expression and its most authoritative impulse in the Second Vatican Ecumenical Council," which opened 50 years ago Oct. 11.

The Pope said the synod is dedicated to helping people strengthen their faith and to helping those who have drifted away "encounter the Lord, who alone who fills existence with deep meaning and peace; and to favour the rediscovery of the faith, that source of grace which brings joy and hope to personal, family and social life."

VATICAN CITY - Choosing men and women from every part of the world and from a wide variety of professions, Pope Benedict XVI nominated 45 experts and 49 observers for the upcoming world Synod of Bishops.

The Oct. 7-28 gathering will include the largest bloc of women — 10 experts, including Sr. Gill Goulding of Toronto's Regis College, and 19 observers — ever to participate in a Vatican synod.

Europe accounts for the overwhelming majority of the appointees, followed by North America, with 10 people from the United States, two from Mexico and Goulding from Canada. A number of the appointees are also advisors to the Pontifical Council for Promoting New Evangelization and other Vatican offices.

The list of papal appointments to the synod was published Sept. 22 by the Vatican.

Experts and observers, who include laypeople, are not voting members of the synod. According to Vatican rules, only priests, bishops and cardinals can be full members who vote and determine the propositions to be presented to the Pope at the end of the gathering.

The 45 experts include priests, nuns and laypeople, many of whom are professors, rectors or supervisors of catechetical or pastoral programs. They will serve as resources for the more than 200 synod members as they discuss the theme, "New Evangelization for the Transmission of the Christian Faith."

The 49 observers can attend all synod sessions, participate in the synod working groups and have an opportunity to address the entire assembly.

Many of the observers are leaders of religious orders, founders or leaders of lay movements or large Catholic associations, or professors or organizers of catechetical and pastoral programs.

VATICAN CITY - The potential power, but also the limits, of an ecumenical proclamation of the Gospel and defense of Gospel values is likely to be a key topic during October's world Synod of Bishops on the new evangelization.

The ecumenical focus will be particularly sharp Oct. 10 when — at the personal invitation of Pope Benedict XVI — Anglican Archbishop Rowan Williams of Canterbury will deliver a major address to synod members.

While popes have long invited other Christians to be "fraternal delegates" and make brief speeches at the synods, Pope Benedict has begun a tradition of inviting important religious leaders to deliver a major address. In 2008, Orthodox Ecumenical Patriarch Bartholomew of Constantinople and Chief Rabbi Shear-Yashuv Cohen of Haifa, Israel, addressed the Synod of Bishops on the Bible. Another rabbi and two Muslim leaders gave speeches at the 2010 special synod on the Middle East.

Bishop Brian Farrell, secretary of the Pontifical Council for Promoting Christian Unity, said the invitations demonstrate the Pope's recognition that the "challenges facing religious belief itself and Church life are common — no Church, no religion is an island — and we need one another and can learn from one another."

In addition, he said, ecumenical and interreligious co-operation shows the world that "we are together in promoting the values of belief and the moral-ethical values that we stand by."

Ecumenical co-operation is crucial when trying to transmit the faith in the modern world and to re-propose Christianity in areas, especially Europe and North America, which had a Christian tradition, but are becoming increasingly secularized.

"The mission that the Lord entrusted to the Apostles, to preach the Gospel to the ends of the Earth, has not been fulfilled — mostly because of divisions among His followers," Farrell said.

The beginnings of the modern ecumenical movement usually are traced to a 1910 conference of missionaries "who had the experience of being seen as preaching against each other instead of preaching Christ," he said. The missionaries recognized the scandal they were causing as they "exported their divisions" to Asia, Africa and other parts of the world.

The missionaries saw "their work being undermined by their own divisions," which they increasingly acknowledged were violations of the will of Jesus that His followers be one, the bishop said.

Meanwhile, among some Catholics in the early 1900s, "there were the beginnings of a spiritual interest in the idea of prayer for Christian unity," he said, but the quantum leap in the Catholic Church's commitment to ecumenism came with the 1962-65 Second Vatican Council.

Farrell said the change in the Church's attitude reflected an "education of the bishops at the council, because most of the bishops came with the kind of theology that considered our Protestant brothers and sisters, and the Orthodox to a certain degree, as just outside the Church."

Through discussions and studies at the council, he said, the bishops gained "a new perspective: We have a common faith in Jesus Christ, we have a common baptism, and this is already a huge element of real communion in the faith."

The ecumenical task, embraced by the Catholic Church, involves prayer and dialogue to move that communion "from imperfect to perfect," he said. Until the process is complete, however, there will be some limits to the possibilities for ecumenical co-operation in evangelization, because Catholics, Orthodox, Anglicans and other mainline Christians aren't just inviting people to profess faith in Jesus Christ, but to live that faith in His body, the Church.

"There is a kind of superficial ecumenism that says, 'it doesn't matter what Church you belong to,'" Farrell said, but the Catholic Church and most of its dialogue partners reject that view.

Because Christians aren't passing on "some Gospel of their own making," but a faith they have received, "sharing one's faith means sharing one's belonging to a particular community that has given me that faith. It means sharing the conviction, in conscience, that the Gospel comes to me in its fullness in this particular community," the bishop said.

The role of the Church and, in fact, the definition of what it means to be fully Church is at the heart of the ongoing, sometimes difficult, theological ecumenical dialogues, he said.

For the Catholic Church, Farrell said, "We can't work for a common minimum denominator; nor can we say, 'let's keep our differences and just accept one another as we are.'

"We have to aim at whatever is required for the fullness of incorporation into Christ and into the one Church He founded. But where is that Church? That is the question that will trouble us until Christian disunity becomes Christian unity: not uniformity, but true, grace-filled communion in faith and Christian living."

WINNIPEG - Ukrainian Catholic bishops from four continents gathered for a final celebration Sept. 16 as they closed their weeklong Synod of Bishops.

One of their emphases was on the role of the laity, and the final "gala," as it was billed, included the Hoosli Ukrainian Male Chorus, an honour guard and the Selo Ukrainian Dancers.

Archbishop Sviatoslav Shevchuk of Kiev-Halych, the elected head of the Ukrainian Catholic Church, challenged his audience of 800 to live Christian life to the fullest and not as "lukewarm, nominal Christians."

"If we allow ourselves to be overcome so we don't pray or enter into liturgy, we will cease to be a Church," Shevchuk said. "We are called to be people of prayer, gasping for the air of the Holy Spirit.

"Sometimes our churches are more like Ukrainian museums. We need vibrant parishes, a place to encounter the living Christ. May our encounter today fill us with new faith, energy and perseverance."

Reinvigorating Ukrainian parishes is part of Vision 2020, the long-range pastoral plan for the Ukrainian Catholic Church, which was suppressed for decades under Soviet rule.

After an opening Divine Liturgy in Winnipeg Sept. 9, the 38 bishops in attendance moved to Portage La Prairie, a city of about 13,000 west of Winnipeg. Focusing on the theme "The Role of the Laity in the Life and Mission of the Church," they heard presentations and reports before breaking into smaller thematic groups.

A statement issued at the end of the synod said the bishops acknowledged the role of the laity in preserving the faith when the Church was suppressed in the 20th century, and they issued a pastoral letter to the laity; it was not immediately available in English.

"The laity must be collaborators with the bishops and priests in pastoral work and, with their giftedness and by their talents, contribute toward the building up of the body of Christ," the statement said.

The bishops proclaimed a patron of Ukrainian Catholic laity: Blessed Volodymyr Pryjma, a choir director from the parish of Stradch, Ukraine, who in 1941 was tortured and murdered by Soviet paramilitary agents in a forest after taking Communion to a sick woman with his priest.

They also pledged to support Ukrainians who have emigrated from their home country.

Bishop Borys Gudziak, newly named bishop for Ukrainian Catholics in France, Belgium, Netherlands, Luxembourg and Switzerland, told Catholic News Service before the synod began that in the last 18 years, Ukraine has lost up to 15 per cent of its population to emigration.

"People have been leaving in droves," he said, noting that, in many countries, the Ukrainians are illegal and living on the margins of society.
Gudziak was one of four bishops elected to the permanent synod for the next five years. Others were Archbishop Volodymyr Vijtyshyn Ivano-Frankivsk,

Ukraine; Bishop Ken Nowakowski of New Westminster, B.C.; and Bishop Jaroslav Pryriz of Sambir-Drohobych, Ukraine.

Next year's general Synod of Bishops will be Aug. 11-13 in Kiev, Ukraine, and will have as its theme the new evangelization.

WINNIPEG - Ukrainian Catholic bishops from around the world gathered in Winnipeg to discuss how to make their parishes more vibrant — especially through the involvement of laypeople.How they do that requires solutions as varied as the parishes that represent more than four million Ukrainian Catholics on four continents.

"We have parishes that are growing" and need pastoral, financial and structural support, said Bishop Ken Nowakowski of New Westminster, B.C., who heads the Ukrainian Catholic Church's implementation team for its strategic plan, "Vision 2020."

Some urban parishes have an aging population and declining numbers, and synod members must decide how to support the parish priest who spends so much time visiting the sick and officiating at funerals, said Nowakowski. At the other end of the spectrum, the bishops must consider how to help keep priests in busy, large parishes from burning out.

The vibrant parish initiative was approved by the synod in 2011 when the bishops met in Brazil. Their first steps have included making sure that clergy understand the plan and representatives of each of the Ukrainian Catholic eparchies, or dioceses, designated a priest-representative to help introduce the plan within the diocese.

Nowakowski said that about 70 per cent of the world's 4,500 Ukrainian Catholic priests have given feedback and are involved with the plan. This year Church leaders hope to involve religious communities and monastics, he said. He told Catholic News Service he would present synod members with a report on what has been accomplished and would include feedback. Synod members will either ask the committee to continue with its current plan or make changes, he added.

The Synod of Bishops, the Ukrainian Catholic Church's governing body, normally meets in Ukraine, but it is meeting in Canada Sept. 9-16 in honour of the centenary of the arrival of Canada's first Ukrainian Catholic bishop, Blessed Nykyta Budka.

Winnipeg's Ukrainian Archbishop Lawrence Huculak said as bishops from other countries arrived for the synod, they were impressed with the involvement of Canada's laity. Even the synod's organizational committee has laypeople on it, he said.

"It's not just the bishops ... the people are taking part and helping to organize it," he said.

Ukrainian Catholics in Canada have women's, men's and youth groups. Lay groups have national conventions, elect leaders and participate in the life of the Church.

"Although we (Canadians) may take it for granted, our laity have not been able to organize themselves in the same way" in some other countries, he said.

Last December, the head of the Ukrainian Catholic Church, Archbishop Sviatoslav Shevchuk of Kiev-Halych, Ukraine, outlined his vision in a pastoral letter to Ukrainian Catholics worldwide. In the letter, "The Vibrant Parish — A Place to Encounter the Living Christ," he spoke of the elements needed to "grow in holiness and unity in Christ Jesus."

Shevchuk said people of all ages must continue to learn about the faith — not only from the Bible, but also from the Catechism of the Catholic Church. Priests must teach and laity have a responsibility to learn because "permanent and continuous formation for various age groups ... is an essential component of the vibrant parish."

Parishioners must participate regularly in the sacraments, and families must once again become "a school of prayer," he said.
"Our parishes can become places where care is given to the orphan, protection for the widow, help for the poor, and where the suffering of the sick is shared," he said.

Parishes must have active pastoral and parish councils as well as "well-formed and mature co-workers who assist the priest in leading catechetical schools, church brotherhoods, charitable works, youth organizations and prayer groups," he said. "One of the most important responsibilities of leadership in the parish community is discerning God's will and searching for the best ways of implementing it in the life of the parish."

Everyone in the parish must have a missionary spirit, he said.
