Pope ordains three new nuncios, including Canadian

New Archbishop Jose Bettencourt, a priest of the Archdiocese of Ottawa and former head of diplomatic protocol for the Vatican, greets the faithful during his episcopal ordination by Pope Francis in St. Peter's Basilica at the Vatican March 19.
